Importance of the Project
Antalya Airport is among the top 11th busiest airport in
Europe and among the top three busiest airports in Turkey.
Antalya Region,
which is one of the most popular tourism destinations in the world, has been
operated by air between 2012-2021 despite many global crises, including the
pandemic. The Airport hosted a total of 251,922,634 passengers traveling to the
Antalya. In 2025 alone, 39.1 million passengers used our airport. It is
inevitable that this number will increase to higher levels in the coming years.
In order for Antalya Airport, which is currently being
operated at its maximum capacity, to be prepared for future periods, it has
been decided by the Public Authority to increase its capacity with a
comprehensive expansion project. For this purpose, Fraport AG and TAV Airports
Holding partnership won the tender held by DHMI with the highest bid.
The project is being implemented in three phases in total:
Phase 1 was completed between 2022 and 2025, Phase 2 is scheduled for
2028–2029, and Phase 3 for 2038–2039. Most of the work under the expansion was
completed during Phase 1.
When the project is completed, it is expected to make a
significant contribution to the national economy. In addition, the project is
expected to make a significant contribution to regional tourism and all
interactive sectors, as local employment is strengthened and almost all of the
tourists coming to the region use the air transport.

Legal Background of Project
36-month Investment Period "Concerning the Making of
Additional Investments for the Capacity Increase of Antalya Airport and the
Granting of the Operating Rights of Domestic/International Terminals, General
Aviation, CIP Terminals and Supplements" by the General Directorate of
State Airports Authority ("DHMI") on 01.12.2021 and for the 25-year
lease (operation) period starting from 01.01.2027, the tender was held.
TAV Havalimanları Holding Anonim Şirketi – Fraport AG, which
submitted the highest bid, won this tender. Fraport TAV Antalya Investment
Construction and Management Joint Stock Company, which carries out the
investment and operation works on 24.12.2021, was established and the Lease
Agreement was signed on 28.12.2021.
The investment period was started by delivering the site on
05.01.2022, with the responsibility of expropriation of the immovables in the
project area, which is the subject of the tender, to belong to DHMI.
The activities within the scope of the project, which will
be carried out in three stages, are carried out in accordance with national and
international legislation and standards.
Environmental, Social and Labour Practices
Fraport TAV has established an Environmental and Social Management System to identify, manage, eliminate or minimize the environmental and social impacts arising from its activities.
The ESMS has been developed in line with applicable national environmental and social legislation, including the requirements of the Ministry of Environment, Urbanization and Climate Change, as well as the Equator Principles, EBRD Performance Requirements and IFC Performance Standards.
Fraport TAV’s environmental and social management approach is also supported by its Integrated Management System, which includes internationally recognized standards and programmes such as TS ISO EN 9001 Quality Management System, TS ISO 10002 Customer Satisfaction Management System, TS ISO EN 14001 Environmental Management System, TS ISO 45001 Occupational Health and Safety Management System, ISO/IEC 27001 Information Security Management System, TS ISO 50001 Energy Management System and Airport Carbon Accreditation (ACA).
Technical Information of the Project
As part of the Antalya International Airport Expansion Project, Terminal 2, which serves international flights and currently has an area of 89,357 m², was expanded by 135,745 m², increasing its total area to 225,102 m².
At the same time, the domestic terminal building, which previously had an area of approximately 37,000 m², was expanded by 38,733 m², increasing its total area to 75,159 m². In 2038, a new international terminal with an area of approximately 70,000 m² is planned to be constructed.

As part of the Antalya International Airport Expansion Project, approximately 1.5 million m² of paved airside area, including apron areas, taxiways and service roads, has been added.
Accordingly, the number of aircraft parking positions has been increased from 108 to 176, and the number of fixed bridges in the terminals has been increased from 20 to 38.
A heliport area has also been constructed on top of the newly built multi-storey car park, the construction of which was completed in February 2024. In addition, the construction of the new State Guest House and VIP/CIP terminals was completed in December 2023 as part of the expansion project.
Access to the new general aviation and cargo terminals will be provided from the southern part of the airport, separately from the main airport entrance. All works planned to be completed within the three-year investment period, excluding the T3 International Terminal, have been carried out without disrupting ongoing airport operations, and the facilities completed during the investment period have been put into service.
Furthermore, a new technical block and air traffic control tower with a total area of 11,234 m² are planned to be completed in 2026.
A 4 MW rooftop solar power plant has been installed on the new T2 Terminal, supporting the airport’s renewable energy generation capacity. In addition, the T2 International Terminal and T4 Domestic Terminal Expansion Projects have been awarded LEED v4 Gold certification, reflecting the implementation of sustainable design and construction practices, including energy efficiency, water efficiency, improved indoor environmental quality and the use of environmentally responsible materials.
